The Brookings-Harbor School District has two options for families:
 
1. Hybrid Model - This model has students attending school in person when the state and county disease metrics permit.  When the disease metrics do not permit, students will be provided Comprehensive Distance Learning (CDL).

2. Brookings-Harbor K-12 Academy - With this model, students will attend class online for the school year.
 
 
What is the same with the two options?
 
Regardless of which option is selected, all students will continue to be a part of the Brookings-Harbor School District.  All students will continue to have access to school meals.  All classes will be taught by Brookings-Harbor teachers. All students will have access to extra-curricular activities when allowable under state rules (including high school athletics).  When online, all students will be provided a Chromebook and instructional resources.  In addition, if needed, families can request a wifi hotspot that uses a cellular signal to provide internet access.

What is the difference between the two options?
 
The most significant difference between the hybrid model and the Brookings-Harbor K-12 Academy is that students in the K-12 Academy will access their instruction online for the school year regardless of whether or not the state disease metrics permit students to attend school in person.  Otherwise, all students are part of the Brookings-Harbor School District and their respective schools. All classes are taught by Brookings-Harbor teachers.
 
How will it differ from last spring?
 
Online instruction this year will feel a lot more like regular school.  District teachers are receiving training to strengthen online teaching and engagement skills.  Also, to help support effective online instruction, the district has purchased access to Edgenuity, an online content provider.  The extensive content and materials available with Edgenuity will be used as a resource and support tool when classes are held online.   Our Brookings-Harbor teachers will be using Edgenuity to help support direct instruction and teacher-facilitated activities.  Students will interact with and receive lessons taught by a live teacher.
 

What you can expect for the start of the school year - Health and Safety

We are looking forward to getting our schools reopened this school year. We have incorporated a wide range of measures to keep all students and staff healthy and safe.  While the start of this school year will look different, our focus is to ensure that school continues to be a positive, safe, friendly, and welcoming place for all students.  While we know there will be challenges, by working together we can positively and successfully support our students’ growth and learning.
 
Accurate Contact Information
 
It is critical that we have accurate contact information for your child or children.  If you change your phone number, your emergency contacts, or jobs, you notify your school office right away.  We are required to contact you if your child is ill.  In some cases, your child cannot remain at school while ill.
 
Physical Distancing
 
We are required to provide 35 square feet for each person in a classroom.  This is one of the primary reasons why we are not able to have all of our students at school at the same time. 
 
Masks
 
Under current ODE and OHA requirements, students and staff are must wear masks or face shields.  All students will be provided cloth reusable masks that can and should be regularly washed.  If a student is unable to wear a mask, the district can provide a face shield.  If a student is unable to wear any face covering, the family must meet with the principal in order to consider other accommodations or education options.
 
Cohorts
 
Cohorts refer to smaller groups of students who do not interact with other groups of students.  ODE and OHA require cohort groups (the sum total of all of the students and staff a student interacts with) to be less than 100 students.  All of the cohort sizes in the Brookings-Harbor School District are well under 100.  Most cohorts are between 30 and 50 students.  Cohorts groups allow students to connect, interact, and learn with their peers.  Cohort groups are a measure to reduce the impact or spread of potential exposure.  Cohort groups also allow the local health authority to more quickly and effectively conduct contact tracing in the event of an exposure.
 
Cleaning and Disinfecting
 
There has been a thorough cleaning and disinfecting of all buildings.  We have disinfectant sprayers that will be used daily to sanitize the classrooms and public spaces. We have also increased the number of times the restrooms are cleaned daily. The water fountains have been shut off.  However, the water fill stations are still on and operational.  Your child may bring a refillable water bottle to school.
 
Ventilation
 
The ventilation in all the buildings has been inspected.  Our maintenance staff has increased the frequency of filter inspections.  We are developing room ventilation protocols to use windows and our ventilation system to increase the frequency of outside air exchange.
 
Transportation
 
Drivers and students will be wearing masks or face shields.  Students will sanitize their hands before boarding.  We are required to visually inspect students for Covid19 symptoms prior to them getting on the bus. If a student has any signs or symptoms of illness, they will not be allowed on the bus. 
 
In order to ensure the required amount of space between each student, students will have assigned seats, only one person to a seat (families are allowed to sit two to a seat). The buses will be cleaned and disinfected between routes, that they will be sprayed nightly with a disinfectant.  We plan on keeping the windows open for ventilation, as the weather allows. We must maintain stable groups (cohorts) in order to minimize risk of exposure.  For those of you who share custody, or have a change of plans, you will need to make arrangements to get your child picked up from their stop.
 
Food Services
 
Meals will be served in the classrooms.  For families choosing the fully online Brookings-Harbor K-12 Academy as well as times when all students are accessing instruction remotely, food service meals will continue to be provided similar to the meal pick up approach that was used last spring.  In addition, the district is developing targeted meal pick up locations.  If you are unable to get to school to pick up meals, please contact your school office and request consideration for a meal pick up location near you.
 
Volunteers and Parents in Buildings
 
Under the current rules, volunteers and parents are not able to enter our school buildings. Parents will not be able to cannot drop off or pick up their students at their classrooms.  Drop-offs/pickups will occur outside the buildings.  We know that this may be a difficult change for some parents. 
 
Screening and Contact Logs
Schools are required to visually screen students when they entering the bus and the school building, and classroom.  Trained staff will visually screen for specific symptoms related to Covid19.  At this time, there will be no temperature checks as part of the screening process.  Schools are also required to maintain contact logs of all of the students in the building on a given day and of who they interact with.  Our goal is that most of this process will occur in the background and that it does not disrupt the student’s day.  For example, the schools will use existing attendance systems to capture the required contact log data.  From the student’s perspective, it will just be the regular attendance taking.
 
Hand Hygiene and Sanitizing
All entrances and classrooms will have hand sanitizers available.  Students and staff are required to sanitize their hands when they enter school, before eating and after they use the restroom. Teachers will integrate this process into the regular daily routine.
 
Together
 
Our schools will look very different this year, and our approach with your child will be patient, positive, and supportive. It will help greatly if you speak with your child about the changes and let them know that your teacher is there to help you learn, your friends are still your friends, you will make new friends in the new school year and that school will continue to be a place to grow and have new experiences. 
Together we can make this a great school year.

Distanciamiento físico

Mascaras

Cohortes

Las cohortes se refieren a grupos más pequeños de estudiantes que no interactúan con otros grupos de estudiantes. Ventilación

Estamos desarrollando protocolos de ventilación de habitaciones para usar ventanas y nuestro sistema de ventilación para aumentar la frecuencia del intercambio de aire exterior.

Transporte

Los conductores y los estudiantes llevarán máscaras o protectores faciales. Los estudiantes se limpearan las manos antes de abordar. Estamos obligados a inspeccionar visualmente a los estudiantes para detectar síntomas de Covid19 antes de que suban al autobús. Si un estudiante tiene algún signo o síntoma de enfermedad, no se le permitirá subir al autobús. Servicios de comida

Registros de exámenes y contactos

Las escuelas deben evaluar visualmente a los estudiantes cuando ingresan al autobús, al edificio escolar y al aula. El personal capacitado evaluará visualmente los síntomas específicos relacionados con Covid19. En este momento, no habrá controles de temperatura como parte del proceso de selección. También se requiere que las escuelas mantengan registros de contacto de todos los estudiantes en el edificio en un día determinado y de con quién interactúan. Nuestro objetivo es que la mayor parte de este proceso ocurra en segundo plano y que no interrumpa el día del estudiante. Desde la perspectiva del estudiante, solo será la toma de asistencia regular.

Higiene y desinfección de manos

Update 8/18/2020 - Message from the Superintendent

Starting the school year: In-person start date details by grade level

Brookings-Harbor Families,

With a focus on safety, predictability, and getting the school year off to a strong start, we will kick off the academic year on Tuesday, Sept. 8, for all BHSD schools (Kalmiopsis Elementary, Azalea Middle School, and Brookings-Harbor High School) with conferences and drive-up opportunities to meet teachers, and pick up laptops and school supplies provided by the district from Tuesday, Sept. 8-Thursday, Sept. 10. Families will be notified of their scheduled times to meet teachers and to check out equipment.

In-Person Start Dates Grades K-5

On Friday, Sept. 11: Kindergarten through Grade 3 students will start school IN-PERSON with students in a morning or afternoon half-day cohort (Official state and local metrics permitting).

On Friday, Sept. 18: Grades 4-5 will start school IN-PERSON with students in a morning or afternoon half-day cohort (metrics permitting). Until that date, grades 4-5 will be in comprehensive distance learning mode only.

Comprehensive Distance Learning Grades 6-12

On Friday, Sept. 11: Grades 6-12 will begin the school year in COMPREHENSIVE DISTANCE LEARNING for the full first academic quarter until Oct. 30. The first opportunity for IN-PERSON for grades 6-12 would be a return to classrooms at the end of the first week in November (Friday, Nov. 6 - metrics permitting).

Update 7/29/2020 - Message from the Superintendent

State Announces Metrics To Be Used in School Reopening Decisions

Brookings-Harbor School District Families,

reopneYesterday, Oregon Governor Kate Brown announced a new set of metrics that will determine when schools can safely reopen their buildings to return to in-person learning. The key metrics are based on both state-level infection and positive test rates as well as local county-level infection and positive test rates. Link to detailed metrics released 7/28/20.

The target metrics need to be achieved for 3 consecutive weeks state-wide and within Curry County:

  • 10 or fewer active cases per 100,000 people
  • Positive test rate of 5% or less

In the past three weeks, Oregon has recorded rates of 45.9-57.1 active cases per 100,000 people, and positive test rates ranging from 5.1 to 5.9 percent. These fail to meet the standard set for reopening.

Here’s a detailed look at the Curry County numbers for the past three weeks:

  • 7/5:    4.44 active cases/100,000 people; 0.0% positive test rate
  • 7/12:  4.4/100,000; 6.3% positive test rate
  • 7/19:  13.1/100,000; 0.0% positive test rate

options

At the local level, Curry County is near the range of metrics to allow for us to open in person, however, the state-level rates are not at this point in time. If Oregon’s numbers improve and stabilize, and Curry County stays at or below current levels, there is a chance that we may be able to safely open in person as planned with half the students attending a morning session and the other half in an afternoon session.  However, it is likely that we may have to open school with online learning. 

K-3 Exception

There is also an exception in the new guidance that allows districts to open in person grades K-3 if county-level metrics are met for 3 consecutive weeks.

  • Fewer than 30 cases per 100,000 people
  • Test positivity rate of 5% or less

We will continue our planning to build schedules and develop the processes and protocols for in-person operation as well as planning for full online instruction as well. In the coming weeks, we will be sharing more details of what our in-person and online offerings will look like.

young learners

The district has made significant investments in technology to ensure all students will have a device and access to online learning platforms and resources. We are taking the lessons learned from spring and are committed to quality instruction and opportunities regardless of the format. 

The district will continue to provide services for students on IEPs, those with 504 plans, and other established programs such as English Language Learners, Indian Education, etc. We are developing programs to integrate these supports into all of our instructional delivery approaches into the Distance Learning model.

As we have seen throughout this summer, things can and do change quickly. We are committed to keeping you informed as these changes occur. Our guiding principles as we look forward to this fall are student safety; equity; student engagement and connection; and student learning.

Greetings Brookings-Harbor School District Families,


I want to share an update on what you can expect for the start of school this fall. As we continue our returning to school planning, our guiding principles continue to be to ensure safety and wellness of our students, staff, and community; cultivate connection and relationship; center equity, and innovate creative and effective solutions in these unprecedented times. 

 

At this point in time, I want to make you aware that we are planning to offer in-person instruction with half of our students attending in the morning and the other half of our students attending school in the afternoon. We will also offer a fully online learning option for families. 

 

To help accommodate the significant additional planning and training needs for these options, the district is considering delaying the start of school for students until September 8, the day after Labor Day.  We hope to communicate a final decision on that potential academic calendar date change by the end of next week.

 

As of July 22, under updated orders from the Governor and the Oregon Department of Education, we were directed that all students and staff must wear masks while in school and on the bus. You can read the full updated guidelines on the ODE website.

 

We need your help with our planning process.  In order to build the strongest, most effective model for the start of school, we need to hear from you directly. Between now and August 1, you should receive a call from your child’s school to gather more detailed information about your preferences, needs, and questions. If you do not receive a call by August 1, we ask that you call your school office to connect.

 

We will continue to provide frequent updates as we continue with our planning process. Thank you for your support and patience as we work towards a safe and positive reconnecting and reuniting of our school communities.

quiero compartir una actualización sobre lo que pueden esperar para el comienzo de la escuela este otoño. También ofreceremos una opción de aprendizaje completamente en línea para familias.

Update 7/18/2020:

At this time, BHSD is planning to offer both a hybrid in-classroom/distance learning option and a new fully online option for the 2020-21 school year.

Fall planning work is progressing well. We will have more detailed information to share later this week. Thank you to the community for your input via the recent community survey, school board listening session, and your messages.

[July 6, 2020] Greetings Brookings-Harbor School District Families,

 

I am looking forward to continuing to get to know the Brookings-Harbor community and would like to thank the people I’ve met so far for their warm welcome. I want to let community members know that I have an open-door policy and am happy to visit with and listen to your thoughts and concerns.

 

I recognize that one of the pressing topics on many people’s minds is what will the start of school look like this fall.

 

Our focus is on the safety of our students and staff as we develop our plans to reopen schools in the fall. The Oregon Department of Education put out this guidance that was developed in collaboration with the Oregon Health Authority and the Governor’s office. If you have the opportunity, I encourage you to have a look at this document.  We will be using it to guide our planning efforts this summer.

 

Your input is an important part of the planning process and it would be very helpful if you would take a few minutes to respond to this survey that will be used to inform the planning process. (survey link). You are also welcome to email me directly or set up an appointment to come in and visit.


Save the date! Our school board plans to host a community listening session at 5 p.m. Thursday, July 9, via a virtual meeting link. Please submit comments in advance via this form.

 


As we determine our next steps, we will post them on an FAQ page on our web site and share the information via newsletters and other channels.

 

A few important highlights of the guidance (though this is far from all of it!):

 

  • Physical distancing of up to 6 ft or 35 square feet per student in a space is required. (We will need to calculate what this means for our class sizes and the number of students we can have in a building at one time.) 
  • We will need to stagger where students enter and exit the building and keep track of who’s coming in and out.
  • Playgrounds will be open to students during the school day (limited groups at a time) and sanitized between use.
  • We will need to keep student groups together (such as classes) to the extent possible.
  • We will need to work with our health department in the event of a case or an outbreak. 

 

Please know that, throughout our planning, we will always keep in mind that our schools must continue to be warm, caring communities, even with these new rules.

Tenga en cuenta que, a lo largo de nuestra planificación, siempre tendremos en cuenta que nuestras escuelas deben seguir siendo comunidades cálidas y afectuosas, incluso con estas nuevas reglas.
